Workshop cum training prog on REMS ends

ITANAGAR, Sept 17: Kurung Kumey SSA District Mission conducted a three-day workshop cum training programme on REMS (Action Research, Quality Monitoring Tools etc) and community mobilisation awareness campaign programme for the BRCCs, CRCCs, BEOs, head teachers and school management committees of various schools of  the district from Sept 14 to 16.

Speaking on the occasion, Deputy Commissioner cum Project Director, SSA district mission, Mamata Riba exhorted all the participants to work together for bringing quality education in the district. She also suggested all BEOs, BRCCs, CRCCs and teachers to be sincere in their duty for effective teaching- learning process.

DDSE cum SSA district mission, DPO, Tai Tach also urged upon the participants to implement the Mid-Day-Meal scheme properly.

Biri Tach, DPC (SSA) advised all the supporting staff of residential schools of the district to stay at their places of posting and to discharge their duty sincerely. Tai Kaha, Coordinator (Pedagogy) and Langbia Rima, Coordinator (Gender) also spoke on the occasion.

 

Foundation stone for girls’ hostel laid

WAKRO, Sept 17: The foundation stone of the Sumati girls’ hostel for the Apnes of Apna Viday Mandir was laid in a simple function held here on Sept 15 last. The hostel named after a pious lady, Sumati, is being constructed with the assistance from well-wishers of Arunachal Pradesh from Mumbai.

While laying the foundation stone, Bibha Bhattacharjee of Nabadal appreciated the Apna team and Wakro based NGO for their welfare activities. Deepa Singh of Laipuli also lauded the well-wishers from Maharashtra for their generous contribution for hostel construction.

It is worth mentioning here that the Apna Viday Mandir, Wakro has been working for the past one decade to promote and support girl’s education in the area with support from the Army, Sat Bhavana Trust, Mumbai and various other organisations and prominent persons.

 

UGC sponsored coaching for competitive exams begins

ITANAGAR, Sept 17: UGC sponsored coaching for entry in govt jobs is being held at Dera Natung Government College, Itanagar from Sept 16. During the four-month coaching, complete syllabus of all subjects including General English, Elementary Mathematics, Reasoning, General Studies and major optional papers etc will be covered.

While interacting with the aspirants in the inaugural coaching class, Dr. M.Q. Khan, coordinator, analysed the syllabus, course structure and pattern of the various competitive examinations. He further exhorted participants to work hard in order to acquire sound knowledge of subjects like General English, General Studies, Elementary Mathematics and Reasoning for achieving success as these subjects are part and parcel of most recruitment examinations.

Rebia visits schools, takes stock of flood damages

Yupia, Sept 17: Doimukh MLA cum State Legislative Assembly Speaker Nabam Rebia accompanied by Papum Pare DDSE T T Tara visited Govt Primary School, Yupia and Govt Upper Primary School, Tigdo today to take stock of the damage caused by the flash flood and to see the plantation done during Vanamahotsava.

During the visit, the Speaker took model classes of Class -VII and VIII on Social Science subject at Govt Upper Primary School, Tigdo for nearly two hours and advised the students to be sincere and hardworking in their studies. He directed Headmaster in-charge to keep the school neat and clean, ensure smooth functioning of the school and protect the plantation from domestic animals. Interacting with the teaching staff, he advised them to be dedicated and punctual in their duties. While interacting with School Management Committee, Rebia assured to look into problems of school and flood control measures to protect the school premises. DIPRO

 

Two day training begins

ITANAGAR, Sept 17: Two days district level training programme on 73rd round of National Sample Survey (NSS) for the field staffs of both Tirap and Longding Districts started today in the official chamber of District Statistical Officer, Khonsa. The 73rd round of NSS is devoted exclusively to survey on economic and operational characteristics of unincorporated non-agricultural enterprises in manufacturing, trade and other services sector (excluding construction).

While attending the training programme, Ravi Jha, Deputy Commissioner, Tirap, spoke about the importance of the National Sample Survey and asked the field staffs to acquire authentic data and to be careful while filling the technical part of the schedules. Earlier, while welcoming the field staffs, N. Wangsu, District Statistical Officer, gave an outline of the survey programme of 73rd Round National Sample Survey. Highlighting the importance of unincorporated sector in Indian economy, he advocated that this survey will supplement the corporate sector data which will help National Accounts Division of Central Statistics Office to compute important components of national accounts. Technical part of the schedule 0.0 was discussed by P.K. Deori, Sub- Inspector of Statistics.

 

Arunachalee boy graduates from OTA Chennai

ITANAGAR, Sept 17: In a proud moment for the state, Arunachalee boy Hage Bhai recently graduated from the officer's training academy (OTA), Chennai. Group Captain (GC) Bhai was among the 263 officers to pass out from OTA Chennai on Sept 12. The event also marked the completion of 100th batch of cadets from the academy.

The cadets of Indian Army's latest Lieutenants marched onto the parameshwaran drill square in the academy's campus on Saturday morning marking their official induction into Indian Army. The contingent included 15 officers from Afghanistan and one from Lesotho, South Africa. GC Hage Bhai has been commissioned into Bengal Engineering Group headquartered at Roorkee. He is the son of Hage Tari and Hage Pupi. He is a product of JNV Yachuli and a graduate in civil engineering from Basaveshwar Engineering College, Bagalkot.

ITANAGAR, Sept 17: In connection with the special summary revision of electoral rolls with respect to Jan 1, 2015 as qualifying date, election training was imparted to BLOs by Hayuliang ERO at Hawai in Anjaw district on Sept 15 last, stated an official release.

 

Tadar Talar passes away

ITANAGAR, Sept 17: Prominent public figure Tadar Talar breathed his last today at Niba Clinic, Papu Nallah. His demise has left a huge vacuum which will be hard to fill. His knowledge and wisdom will be missed by society as a whole, stated a release.

Late Talar was born to Tadar Mali and Tadar Yaniang on 22nd July 1954 at Paji village under Nyapin circle, Kurung Kumey district. He started his schooling from Govt. Middle School Nyapin. He completed his Higher Secondary School from Hapoli Govt. Higher Secondary School and did his graduation (BA) from Govt. Degree College Itanagar. He then joined as LDC at state secretariat government of Arunachal Pradesh. Late Talar retired as a joint secretary from department of PWD, Govt. of Arunachal Pradesh in 2013. He is survived by his wife and six children.

 

GB passes away

ITANAGAR, Sept 17: A renowned Gaon Burah of Mariyang-Geku constituency, Okeng Tagi of Pongging village under Upper Siang district passed away at his home at Pongging on Sept 14 last. He was 58 years and suffering from cancer.

Attending the funeral, Mariyang-Geku MLA Olom Panyang expressed sadness over the pre-mature demise and conveyed condolences to the family members. Remembering him as an active, hardworking and energetic person, who contributed immensely for the upliftment of the society, Panyang stated that his demise is a great loss to the Adi society as a whole.

Late Tagi is survived by his wife, three sons, two daughters and grand children. He was appointed as Gaon Burah in 1987.

Another new scam

With each passing days the Madhya Pradesh government is under more scanner due to various corruption charges. Even as CBI continues the investigation in Vyapam scam, today another major allegation of corruption rocked the state. An Indian Revenue Service (IRS) 2009 batch officer posted as assistant commissioner in the state has demanded a CBI inquiry against top officers including the former chief commissioner of the central excise department S K S Somwanshi (MP & CG) accusing him of incurring a revenue loss of Rs 600 crore by giving undue favours to a Madhya Pradesh based Gutka Company.

The officer further alleged that he and his wife both of whom are IRS officer of same batch were transferred from Bhopal to Cochin and other places with malafide intention by his boss when he refused to favour the company.  The decision of IRS officer to expose the corruption of such high scale is laudable. The Madhya Pradesh government which is already under fire for messing up Vyapam scam investigation cannot afford to repeat the same mistake. Due to the initial mistakes committed by investigation agency many of the high profile accused manage to save themselves in the Vyapam scam. Also many witnesses and those related to the scam were eliminated. The young IRS officers have shown rare courage to take on the wrongdoers. It is now for the Madhya Pradesh government to show guts and punish those involved in this latest scam.

Violence and lack of street lights

Dear Editor,

My friend narrated the following to me.  

“On 14th September night, as usual I was coming back from my work at around 7 PM. While I was climbing up the steep road near Legi Complex, I used my phone as torch light as the area became very dark without any street lights. Few vehicles passed by me and I was still walking and all of a sudden, a bike stopped in front of me with a rider and a pillion. I dont know who they were.

All I knew was they were local; however they seemed to be gentlemen. But those guys asked me to give me my phone and when I refused, one of them hit me with the helmet making me unconscious for a moment. After that they snatched  my phone and all my belongings and drove away as fast as they could.

I have a family to feed, and all my hard earnings of the whole day was robbed in just a few seconds”.

The sad factor here is that these kinds of robbery have not happened only with my friend but also with many others specially non- tribal, from other states, in the same way or the other.

Most of the notorious acts like this are done in dark areas where there is no light.

So, my question here is can we prevent or reduce such ill activities in our state? I hope everyone says yes! Why not, we can. It’s very simple.

All we have to do is put proper street light in every colonies of the sector as we know that every colonies in the capital are dark with most of the lights have not been working for years and years. I dont know why the government or the Electrical department is not taking the matter seriously. However, at the end of the month the bill always comes properly at the right time. Are the people of Arunachal not paying their bills or is the department serving only the leaders of the state were anyone can see bright flashing lights everywhere in their houses.

As per my knowledge the crime and ill activities are executed more higher in dark areas then in the open bright corners. Nowadays many youngsters are drug addicted. They would go to empty govt schools at night where there is no electricity. The whole night the boys and girls would drink take drugs, shout and have fun.

One big example is the govt middle school of C-sector Itanagar.  

We are not the only ones who are facing this problem of robbery, drugs but we can avert it. But the question is when.

Therefore, I sincerely request the Electrical Department to take this matter seriously and if possible please start installing LED street lights in all the empty electricity poles in all the colonies of the state.

By your good and sincere deeds, many innocent lives will be saved and the common people especially the females will feel safe to walk back home after tuitions, coaching or classes etc.

I personally believe that, the tragedy that happened with my friend should not be repeated with anyone else.

Handover recruitment of all group B posts to APPSC

Dear Editor,

The UPSC and the State PSC have been created under the provisions of Constitution of India with the purpose to fulfil the requirement of one of the three most important pillars of Democracy namely the Executive. In this context the Executive does not necessarily mean bureaucrats but it encompasses whole gamut of Services namely Police, Finance and Accounts, Doctors, Engineers, Child and Social Welfare,  Education, Culture, Tourism, Veterinary, Fishery, Agriculture, Horticulture, Industry, Forestry, Mines and Minerals, Disaster Management, Urban and Rural Services and so on. But in our State the scope and responsibility of the state Public Service Commission have been reduced to a miniscule task of recruiting only few categories of services. The powerful yet short sighted political leadership has always opted for shortcut method of recruiting even Group A and B Category Jobs through Walk in Interview and not through written Exams. Such practices especially with regard to appointment of Doctors and Engineers were resorted to in order to make quick bucks and also to place ones near and dear ones to the covetous posts. Although few Activists in the recent past did raise questions and even moved the Hon’ble High Court and Apex Court to put a ban on such practices, the situation on the ground is almost the same. The recent decision by the State Cabinet to relax the RR of JE’s under PWD and allow the department to conduct the written as well as interview test to fill up nearly 30(Thirty) regular vacancies is a glaring example of our Government being a “Hum Nahi Sudharenge Sarkar” or in other words making mockery of provisions derived and adopted straight way from the Constitution of the Country. While the Cabinet decisions of 11th Sept 2015 to accord sanction of creation of 10(Ten) Posts of different category of Staffs for the State Public Service Commission deserves appreciation and raising a sense of all not being lost, the million dollar question again is how long will the process of actual materialisation take! While it does not take few days or at the most a month to fulfil the political aspirations in matters of appointment to endless chain of  OSDS, PROS, Advisors, Chairman, Vice Chairman, and Parliamentary Secretaries, our Government follows a different yardstick in fulfilling the Constitutional Obligation such as appointment of Members of the Lokayukta or the State Human Right Commission. The record breaking delay in filling up the lone vacancy of a Member APPSC following the retirement of J. Pulu way back in Sept 2014 is a clear case of lack of political will or tertiary importance that our Government gives to effective functioning of a Constitutional Body like the Public Service Commission.

Through this letter, I hope and at the same time appeal the office of the Governor of Arunachal Pradesh, who is the  Guardian and Protector of the Constitution as well as the members of the awakened Civil Society and other relevant Political Parties like the BJP and the PPA to discharge their duties and build enough pressure upon the Government to review its impugned decisions to recruit JE’s Posts through PWD and immediately handover the same to the APPSC for free and fair process or selecting the best amongst the Candidates and not vice versa.

The woes of smart city

Dear Editor,

It’s indeed a matter of pride and honour for the people of Arunachal Pradesh that Pasighat has been proposed for the smart city project. But the actual fact is the century old town still lacks the basic amenities required by the local people.

Myself being a citizen of Pasighat have faced a lot of problems residing in my hometown. Erratic Electricity and water supply, Frequent link failures in SBI and Ticket booking counters. These simple problems are still a huge matter of concern for us. If our leaders can’t even fulfil these mere problems than how can we expect this century old town to be developed into a Smart city? I do fear that we will have to wait another hundred years for the civilization of our district

Patkai Autonomous District Council

Dear Editor,

The people of Tirap, Changlang and Longding (TCL) welcomes the centre’s assurance  for the Patkai Autonomous District Council (PADC) under 6th schedule. The successive state govt had pursued the matter since 2004 and recently on Sept.6 2015 a delegation team led by CM Tuki along with 12 MLAs from the regions and two MPs had brought a ray of hope.

The inhabitants of TCL deserve the Autonomous District Council owing to various reasons. It is needed for decentralisation of administration to enable grassroots development as well participations of the rural people in governance.

One more reason for ADC is the vast geographical variations of our state as well as because of security issues. The region is strategically located in which it share long international border with Myanmar.

And the isolation of the region due to poor connectivity by roadways and airways is also one of the reasons for grant of ADC as well as economic uplift of the regions.

Nevertheless, the concern authority should look into the feasibility of PADC. They should develop a strong mechanism to regulate the Council and bring out future oriented plan and programmes.

Opium addict govt staff warned of stern action

ITANAGAR, Sept 17: Lohit DC Tamiyo Tatak has directed the government officials not to involve in Opium consumption as well as in its trading, failing which it stated of initiating necessary action as warranted by law.  As a preventive measures, the DC  instructed all the Heads of Offices and branch offices of Lohit District to bring the government servants who are involved in opium consumption and its illegal trading to  the notice of administration.

This instruction  came in a circulation as  a follow up action of the state level committee meeting which was held at Itanagar to evolve a comprehensive strategy for combating poppy cultivation in the affected districts of Arunachal Pradesh.

During  the meeting it was also informed that some Government employees are reported to be involved in opium addiction as well as in trading of opium which pose serious threat.

The Deputy Commissioner, in view of the  reported involvement of government servants in addiction and trading, has maintained that a fair and reasonable system would be worked out to ensure that there would be identification of addicts and this would be done by maintaining a register containing the list of addicted government employees.

If any of the identified addicts (government servants) were found indulging in trade of opium, than strict action would be initiated against them. (DIPRO)

 

 

I have been on my toes: PWD Minister

‘Tender floated for blacktopping of NH-415’

ITANAGAR, Sept 17: While appreciating the concern of state Governor JP Rajkhowa regarding the poor quality of roads in the twin-capital city, PWD Minister Gojen Gadi said that he has been on his toes since he became the PWD Minister and supervising construction of new roads and restoration of damaged roads all over the state while working to the best of his capacity in tune with the state government’s policy to maintain road communication all over the state.

The minister said that he has been issuing directives not to compromise with quality of work under any circumstances but “the loose soil had neutralised the efforts.”

The minister further said he has been running from pillar to posts and approaching the Central Govt for fund for restoration and development of the capital road (NH 415) at the earliest. “It is because of my persuasion with the MoRTH ministry, the central Govt has already sanctioned adequate funds to restore NH 415 on priority,” he added.

Gadi disclosed that the tender for blacktopping of NH-415 has been floated, and is to be opened on Sept 25 next with a target to resume work within first week of October and cement concrete roads in all colonies would be taken up on war footing simultaneously.

Regarding the road damage, the minister said, “the potholes and water-logging along the NH is because of massive erosion caused by heavy downpour and the same resulted in collapse of the Bailey bridge which was beyond human control.”  Moreover, the common mass block the existing drainage system that forces heavy water to flow over the road causing damages, the minister said adding the illegal hill cutting also adds to deterioration of the roads.

Moreover, instructions were given to respective executive engineers to restore the damaged Capital Complex roads after the rains immediately and fund specifically for the job has been assured, the minister said.

However, the Minister while pointing out “the inbuilt systematic problem”, said that it had begun with the then Lt Governor K A A Raja deciding to set up the capital here turning down the Survey of India’s advice because of too loose soil status of Capital Complex. Raja had decided to set up the capital at Naharlagun before shifting it to Itanagar and President of India V V Giri had laid the foundation stone of state Capital on April 20, 1974,”  the Minister said adding  “This decision cannot be reversed.”

 

 

Stakeholders come together to save RGGP

ITANAGAR, Sept 17: In order to resolve the issue of trespassing and land encroachment inside the campus of Rajiv Gandhi Government Polytechnic (RGGP) College, Itanagar, the institute’s administration today held a meeting with local stakeholders here at its conference hall.

After the meeting, resolutions were passed to ban movement of any public and private vehicle within and from the campus of the institution, repairing of broken boundary walls, and to give a time period to the residents of the nearby colonies to find an alternative approach road to their respective residents.

The meeting was attended by the executive members of All Nyishi Students’ Union (ANSU), All Arunachal Pradesh Students’ Union (AAPSU), All Papum Pare District Student Union (APPDSU), member of IMC Ward No. 2 and residents of the nearby areas.

The student body team inspected the broken compound wall. The issue of trespassing into the campus rises due to non availability of the alternative road for the nearby residents of the area.

It was informed in the meeting that Chief Minister Nabam Tuki earlier announced Rs 2 crore for an approach road but due to disagreement among the contractors the project could not be accomplished.

Addressing the gathering, the institute’s Principal Dr A. K Tripathy while expressing concern over the safety of more than 350 students said that the trespassing into the campus by outsiders poses a serious problem. Citing the position of the institution which stands as number one in entire Northeast, Tripathy appealed all to cooperate with the administration for further development of the institute.

Speaking in the meeting, general secretary of the RGGP’s student body Marcus Tachang Tara said that due to the trespassing and encroachment the study atmosphere of the institute is getting diluted which is hampering the academic lives of the students. Appealing all present to resolve the issue mutually, Marcus said that development of the institute is not just of the institute but the state.

ANSU president Byabang Joram while endorsing the opinion of Tripathy said that everyone should co-operate in resolving the issue for the benefit of the students. He added that it should be the responsibility of everyone to take the lone Polytechnic of capital to the national level.

It is unfortunate that the public living nearby the institute is encroaching into the college land. If the college land is encroached then how can any future expansion take place? Education department as well as capital administration should intervene before it’s too late.

 

 

Guv’s criticism a wakeup call: PPA

ITANAGAR, Sept 17: The lone regional political party of the state, the People’s Party of Arunachal (PPA) termed the Governor’s criticism over the bad road condition of the state capital as a wakeup call for the ruling state government.

Lauding the Governor for his timely intervention on alleged misrule in the state under Nabam Tuki-led government, PPA in a press statement said that the staunch criticism of the State PWD over the pathetic condition of the capital roads has ashamed all of us.

“This is a wakeup call for all concern citizens, political parties, student organisations, whose conscience have gone into deep slumber,” PPA said.

The party also sought the intervention of the Governor for the construction of highways to be taken up at the earliest by scrapping the exaggerated compensation amounts shown by various departments, like PHE, Power and the Forest.

“This is the result of the state government not having its own comprehensive Road Development Policy for the state. Had the state government followed the National Highways Act right from the start, the controversial issue on exaggerated high compensation demands would not have delayed the four-lane highways projects of the capital roads,” the party opined.

Meanwhile, the party reminded the Governor of the memorandum submitted by it to make all efforts to curtail unproductive expenditures of the present government by scrapping all the Parliamentary Secretaries appointed to the legislators and to stop any further appointments of OSDs at the cost of the state exchequer.

The party also said that the political appointments made against the loss making public sector undertakings like APIDFC, APFC etc. should be immediately done away with to save the state from further economic degeneration.

The party also said that there are many other issues which need immediate redressal.

Claiming mis-use of relief funds, the party alleged that it has so far been the ‘worst abused funds’ in the state and in many more ways the relief funds are distributed amongst the legislators to further accumulate their private assets/properties.

 

 

Rs.7 Cr. SPA work ready in 16 days

ITANAGAR, Sept 17: Mariyang-Geku MLA Olom Panyang and EE PWD Mariyang Division has been alleged of misappropriating funds pertaining to SPA- 2013-14 amounting to rupees seven crores approximately in the constituency with no actual work done.

The projects are c/o development of playground, rostrum gallery at Mariyang amounting to Rs.2 crore, c/o road from Yingkiong-Pasighat, Siyat Turning Point to Moisitong at Yamne and c/o road from Sikko-Bine to Sibuk village Adi Pasi- Rs.1 crore, c/o road from Padu to Katan administrative circle via Parak bridge- Rs.1 crore, c/o road from Geku to Komkar village via Ligong Agri Field and c/o road from Katan PMGSY road to Bogne Agri field at Sumsing village- Rs.1 crore, c/o road from Katan-Mariyang PWD road to Bogang river via Uyu Morong Agri field  and c/o road Jeru to Pongging village- Rs.1 crore and c/o road from Dalbing to Millang village- Rs.1 crore.

Coming up with the claims at press club here this afternoon, local leader Thomas Borang, who was also the PPA representative for the constituency in the assembly election, held responsible the local MLA and the executive engineer PWD Division Mariyang for the embezzlement saying that the owners of the three firms involved in the projects namely- M/S Pamong construction, M/S MM Enterprises and M/S Tani Takar Enterprises, are all kiths and kins of the MLA and the EE.

“The tender was opened on Feb 24, 2015, acceptance on Mar 3, commencement of work was on Mar 4, measurement was done on Mar 20 and finally the payment was made on Mar 31,” he said armed with the documents in support of his allegation. According to the documents the nine different works under the six projects were completed in 16 days.

“While it takes atleast one month to gather men and machinery for any contractor to do any job, it took only 16 days to execute such a big project,” mocked Borang adding that even the tender process for the works were forged as there was no tender system carried out for it.

He further added that it was decided in a public meeting held at Mariyang on Sept 10, it was decided that the case be handed over to SIC for investigation.

Cancellation of the tender, spot verification of all the works and blacklisting of the firms involved are the resolutions adopted in the meeting. A letter demanding the same has been handed over to the Chief Minister.

Further Borang informed that the work on the projects began recently only after the public meeting was held on the issue.

A legal notice was served to the EE on August 4 on the matter.

It may be mentioned here that the PWD Mariyang Divison has been functioning from its transit office stationed at Pasighat since 2011 despite a well established office building at Mariyang.

 

 

DC visits flood-ravaged villages under Paglam circle

ROING, Sept 17: To take stock of the relief and restoration works in flood affected areas, Lower Dibang Valley district Deputy Commissioner Ravi Dhawan accompanied by DMO, D Wange, DDMO, A Perme and DPO, M Dirchi visited the flood ravaged Anpum and Loklung villages under Paglam circle in the district yesterday.

While interacting with the flood affected people, the DC directed the Circle Officer of Paglam to prepare a comprehensive proposal for shifting of the villagers to a feasible and higher ground after consultation with the villagers as desired by the state govt. He said, “Only shifting of the villagers to an elevated and acceptable place will provide a permanent solution. Diversion of the Dibang River may provide a temporary respite from the flood but as the course of river is very unpredictable in the low lying areas it may change its course again after some years”.

However, he cautioned that the place for shifting should be compatible and acceptable for both the shifted people and the people residing already in the area.

Enquiring about the availability of basic needs like food and medicines to the flood victims, Dhawan said, “all relief materials like food and medicines will be provided sufficiently and in case of any shortage, it must be informed immediately through the Circle Officer, Paglam”.

He informed that the report of actual assessment has already been taken from various departments and the priority lists of restoration works from departments have also been obtained which shall be forwarded to the govt. in a day or two. He further informed that the Department of Water Resource Development is already preparing a proposal for diversion of Dibang River to its main course.

On behalf of the flood-affected people, Bimol Perme, ZPM Paglam-Loklung Anchal Block placed a three-point memorandum  before the visiting DC demanding immediate diversion of Dibang river to its main course, re-establishment of Loklung Primary School which was completely washed away by flood and construction of a new link road between Anpum to Loklung Village. When asked about the availability of basic needs like food provided by the administration, Perme said “there is no shortage of it till date.”

The flood waters had caused massive damage to the cultivated agricultural fields right from Bizari to Paglam besides washing away residential buildings, Loklung Primary school building and govt quarters, 1.5 lacs litres capacity of PHED water tank along with two pump house and house tube wells, electric poles, power towers, roads etc. It also caused loss of livestock and many private and govt properties were inundated. Many villagers have vacated their house and many were dismantled and the dismantled house materials could be seen lying all around the villages. About nine teacher quarters at Anpum were also vacated for fear of washing away as the river water is flowing just 10-15 metres away from it and still eroding towards its bank.

The DC and the DMO inspected the Karuna Trust run PHC and Govt Middle School at Anpum Village besides visiting the flood affected sites. It was found that the classes resumed in the Middle School Anpum for the last two days and some of the medical staff and teachers who left the station due to flood were directed to be called back immediately.

Though the flood water has receded to some extent but the erosion was still continuing. A vacated residential house at Loklung Village was washed away just before the visiting team on the day itself.

CO Paglam, Tatling Pertin informed that nine families are temporarily residing in three relief camps at Loklung village and six families are in relief camps at New Forest Camp. Most of the flood victims at Loklung and Anpum villages have shifted to the house of their relatives, he added.

The district administration handed over eight Life Jackets, 50 Tarpaulins, five water filters and 100 Plastic Buckets to Circle Officer, Paglam to be used and distributed as per need.

Meanwhile, a final review meeting was held yesterday under the chairmanship of Hage Apa, CE, PWD to take stock of the final preparations. Security measures, hospitality, transportation, cultural arrangements were minutely scrutinised to avoid last minute hassles.

ACCI to go for shutter down strike

ITANAGAR, Sept 17: The Arunachal Chamber of Commerce & Industries (ACCI) in an emergency meeting here today reviewed the 10-day ultimatum served to the police to bring extortionists belonging to a students’ body expiring on Sep 19, and unanimously decided to go for 72-hours shutter down from Sep 22 next.

The meeting chaired by ACCI president Techi Lala and attended by various Bazar Welfare Committees decided that such atrocities against traders, also reported from other parts of the state, would not be tolerated any more.

The ACCI has been reported that Upper Subansiri DC had turned a blind eye when the activists of the same organisation forcefully snatched away huge quantities of packaged commodities from Daporijo traders and threw them in the river.

Expressing shock at Lower Subansiri SP’s order authorizing the same group for checking ILPs, the ACCI lauded the DC for revoking the order.

The meeting took serious exception to the silence of Capital administration on the issue and wondered if it amounted of encouraging lawlessness by the administration.

The present issue cropped up because of ignorance of law enforcing agency about any packaged commodity’s expiry and ‘Best before’ dates and that seizure of any commodities in the market is legally permissible only in presence of food unit representative of health & family welfare department, which has given clarification on the issue through the media, according to an ACCI release.

 

 

Think big to achieve great, Governor says to youths

ITANAGAR, Sept 17: Governor J P Rajkhowa has called upon the youth of the state to think great to achieve great. The youth of the State should strive to give greatest happiness, to greatest number of people for the greatest length of time. It can be done by imbibing a high sense of value based learning, discipline, punctuality, dedication, commitment, honesty and integrity and avoiding all forms of greed, the Governor said while addressing an interactive session on the topic, ‘Empower to Excel’, organised to mark the birth centenary of Swami Chinmayananda at the Eknathji Bhawan, VKV, Chimpu, Itanagar today.

The Governor underscored that there is no substitute to hard work, but added that to relax one’s body and mind is equally important, which is possible through learning and practice of Yoga derived from ancient Indian traditions.

Recalling the great contribution of eminent personalities, who have contributed towards the great cultural heritage of India, since ancient times and outstanding personalities of modern times such as Dr. APJ Abdul Kalam and Prime Minister Narendra Modi, the Governor called upon the people to imbibe high social values, healthy ancient customs and traditions of great Indian culture. Ethnic values as enshrined in the Vedas, the Upanishads, the Puranas, Bhagwad Gita need to be practiced and passed on to the next generation. He also advised them to discard negative thoughts and greed and practice Yoga for positive mind.

Exhorting the people of the State to rise against those people in politics, governance, business etc. who do not follow ethical principle and values in their approaches and manner of working, the Governor said, these unscrupulous people should be socially boycotted. People should stand against such anti-people elements, who do not care for serving public interests and are only interested in their personal aggrandisement through misuse of public offices.

Participating in the Akhand Jyoti Yatra programme of Chinmaya Mission, Swami Mitranandaji said that to empower ourselves, the people have to think big. He said that young India has to wake up and respect time tested Indian traditions and value substance. They must not settle for second and always aim at ‘Big’ and ‘Best’. For this the people must bring mind and body in alignment and pursue their goal for ‘maximum happiness for maximum people for maximum time’. Swami Mitrananji emphasised that whatever they do, they must try to do better next day and go on improving themselves, in order to achieve the ‘Best’ in their respected fields.

Rebia donates 5 motorbikes to Papum Pare police

ITANAGAR, Sept 17: In a bid to encourage better  policing and smooth mobility of police in 14-Doimukh  assembly constituency, local MLA cum Speaker of Arunachal State Legislative Assembly Nabam Rebia today donated five motorbikes to SP PapumPare which has been procured from his MLAD fund. He formally handed over the keys and documents of motorbikes to SP Papum Pare P.N.Khrimey in the presence of Deputy Commissioner Tai Kaye and Dy.SP Neelam Nega at his official residence.

Expressing his commitment to improve policing scenario in the constituency, Rebia informed that funds have already been sanctioned for construction of modern Police Stations at Kakoi, Gumto and Tarasso, of which Kakoi PS has already been completed and civil works of Gumto and Tarasso are going on smoothly. He further asserted that taking care of modernisation and well being of law and order enforcing authority has always been his top priority. He also expressed his commitment to provide proper facility including office and residential accommodations so that police can function smoothly and give better service to the people. Responding to SP Papum Pare’s request for procurement of Gypsy for Taraso PS and replacement of old vehicle of Kimin PS, Rebia assured to look into the matter to mitigate the problem.

 

 

Delay in payment of bill for PMGSY work causes concern

PASIGHAT, Sept 17: The local people of Remi-Miglung area of Pasighat West constituency have expressed serious concern over the inordinate delay in payment against road construction under Pradan Mantri Gram Sadak Yojana (PMGSY) project.

The local villagers including the Gaon Burahs and members of construction committee headed by Miglung Head Gaon Burah, Sarki Jamoh lamented that the road construction work has come to a halt due to non-payment of running bill to the contractors concerned. The inordinate delay in construction of bridge over Remi river is causing a great deal of dissatisfaction among the local villagers as well as the contractors.

Lack of strong bridge over the turbulent river is forcing the villagers to cross the river on a decade-old suspension bridge risking their life during summer season.

Stating that the road construction works including earthwork and RCC culverts have been developed along the road, the villagers urged the higher authorities of the Rural Work Department (RWD), the executing agency, for early payment of running bills to the contractors and issue order for time bound completion of the road works. They also requested the local MLA Tatung Jamoh for taking up the issue with the state government. MLA Jamoh who visited the PMGSY road during November last year, had strictly asked the contractors concerned to maintain quality work. He further directed the project engineer and the local PRI leaders for strict monitoring the construction activities.

The estimated cost of the road project from PLT road (Remi) to Miglung” under PMGSY schemes is Rs 3.22 crore and it was supposed to be complete within Sept 2015.

When enquired, the Executive Engineer (EE) RWD, Pasighat said that paucity of fund in the department is hitting the ongoing projects. According to him, about 45 per cent works is under progress, while surface works and bridge construction remains to be executed. The EE also informed that the contractors dug ‘Bridge Foundation Trench’ on riverbed was eroded and refilled with boulder silt during the last monsoon. The department has submitted an estimate of Rs. 5 lakh under FDR for restoration of damaged half-done underground trench, which is not yet released, he informed.

 

 

Media workshop for new vaccines held

ITANAGAR, Sept 17: One-day Media and Communication workshop for introduction of pentavalent and Inactive polio vaccine (IPV) in Arunachal Pradesh for media persons, DIPROs and DRCHOS of district was conducted at state NHM training hall today. The training was imparted with an objective to sensitise on pentavalent and IPV and for effective dissemination of information on new vaccines. The workshop was attended by DIPROs, media persons and DRCHOs.

Terming media as eyes and ears of the public, P N Thungon, MD (NHM) said, media can play a crucial role in educating the people on importance of vaccination and also act as an agent by raising awareness about the vaccine at grassroots level through media.

Emphasising on importance of convergence with other departments, he urged the DRCHOs to coordinate and work in close association with other concern department for successful implementation of the programme.

Dr T. Taloh OSD (IMR) while clearing the doubts of the participants said, misconception and inaccurate information needs to be addressed on priority as it may act as a deterrent factor. Further he stressed for generating wider awareness through using all form of media.

Resource person and Nodal officer, Dr. D Padung, briefing on IPV/Pentavalent vaccine also explained in detail on all the components of communication medium available in the state.  He also stressed on the involvement of ASHA, Mahila Arogiya Samiti, ANM, PRI members and religious leaders for community mobilisation for effective implementation of the programme. Narendra Jangra, Consultant UNICEF highlighted on media’s role and strategy for implementation of the programme. Dr. D Datta, DDHS (FW) also spoke on the occasion.

 

 

Congress legislators back CM’s development initiatives

ITANAGAR, Sept 17: A group of Congress legislators congratulated Chief Minister Nabam Tuki on the successful conduct of the maiden State Development Council meeting which concluded yesterday evening. The lawmakers met Tuki at his official residence on Wednesday to convey their trust and satisfaction over his able stewardship under which the state is going through a transitional phase aiming towards concrete and visible development in all sectors.

They lauded the CM for minutely studying the crux of the problems and knowing the possibilities of bettering governance through effective execution of schemes and programmes meant for the people of Arunachal Pradesh.
