Arunachalee boy graduates from OTA Chennai
ITANAGAR, Sept 17: In a proud moment for the state, Arunachalee boy Hage Bhai recently graduated from the officer's training academy (OTA), Chennai. Group Captain (GC) Bhai was among the 263 officers to pass out from OTA Chennai on Sept 12. The event also marked the completion of 100th batch of cadets from the academy.

Tadar Talar passes away
ITANAGAR, Sept 17: Prominent public figure Tadar Talar breathed his last today at Niba Clinic, Papu Nallah. His demise has left a huge vacuum which will be hard to fill. His knowledge and wisdom will be missed by society as a whole, stated a release.
Late Talar was born to Tadar Mali and Tadar Yaniang on 22nd July 1954 at Paji village under Nyapin circle, Kurung Kumey district. He started his schooling from Govt. Middle School Nyapin. He completed his Higher Secondary School from Hapoli Govt. Higher Secondary School and did his graduation (BA) from Govt. Degree College Itanagar. He then joined as LDC at state secretariat government of Arunachal Pradesh. Late Talar retired as a joint secretary from department of PWD, Govt. of Arunachal Pradesh in 2013. He is survived by his wife and six children.

Another new scam
With each passing days the Madhya Pradesh government is under more scanner due to various corruption charges. Even as CBI continues the investigation in Vyapam scam, today another major allegation of corruption rocked the state. An Indian Revenue Service (IRS) 2009 batch officer posted as assistant commissioner in the state has demanded a CBI inquiry against top officers including the former chief commissioner of the central excise department S K S Somwanshi (MP & CG) accusing him of incurring a revenue loss of Rs 600 crore by giving undue favours to a Madhya Pradesh based Gutka Company.
The officer further alleged that he and his wife both of whom are IRS officer of same batch were transferred from Bhopal to Cochin and other places with malafide intention by his boss when he refused to favour the company. The decision of IRS officer to expose the corruption of such high scale is laudable. The Madhya Pradesh government which is already under fire for messing up Vyapam scam investigation cannot afford to repeat the same mistake. Due to the initial mistakes committed by investigation agency many of the high profile accused manage to save themselves in the Vyapam scam. Also many witnesses and those related to the scam were eliminated. The young IRS officers have shown rare courage to take on the wrongdoers. It is now for the Madhya Pradesh government to show guts and punish those involved in this latest scam.

Violence and lack of street lights
Dear Editor,
My friend narrated the following to me.
“On 14th September night, as usual I was coming back from my work at around 7 PM. While I was climbing up the steep road near Legi Complex, I used my phone as torch light as the area became very dark without any street lights. Few vehicles passed by me and I was still walking and all of a sudden, a bike stopped in front of me with a rider and a pillion. I dont know who they were.
All I knew was they were local; however they seemed to be gentlemen. But those guys asked me to give me my phone and when I refused, one of them hit me with the helmet making me unconscious for a moment. After that they snatched my phone and all my belongings and drove away as fast as they could.
I have a family to feed, and all my hard earnings of the whole day was robbed in just a few seconds”.

friend but also with many others specially non-
Most of the notorious acts like this are done in dark areas where there is no light.
So, my question here is can we prevent or reduce such ill activities in our state? I hope everyone says yes! Why not, we can. It’s very simple.
All we have to do is put proper street light in every colonies of the sector as we know that every colonies in the capital are dark with most of the lights have not been working for years and years. I dont know why the government or the Electrical department is not taking the matter seriously. However, at the end of the month the bill always comes properly at the right time. Are the people of Arunachal not paying their bills or is the department serving only the leaders of the state were anyone can see bright flashing lights everywhere in their houses.
As per my knowledge the crime and ill activities are executed more higher in dark areas then in the open bright corners. Nowadays many youngsters are drug addicted. They would go to empty govt schools at night where there is no electricity. The whole night the boys and girls would drink take drugs, shout and have fun.
One big example is the govt middle school of C-
We are not the only ones who are facing this problem of robbery, drugs but we can avert it. But the question is when.
Therefore, I sincerely request the Electrical Department to take this matter seriously and if possible please start installing LED street lights in all the empty electricity poles in all the colonies of the state.
By your good and sincere deeds, many innocent lives will be saved and the common people especially the females will feel safe to walk back home after tuitions, coaching or classes etc.
I personally believe that, the tragedy that happened with my friend should not be repeated with anyone else.

Handover recruitment of all group B posts to APPSC
Dear Editor,
The UPSC and the State PSC have been created under the provisions of Constitution of India with the purpose to fulfil the requirement of one of the three most important pillars of Democracy namely the Executive. In this context the Executive does not necessarily mean bureaucrats but it encompasses whole gamut of Services namely Police, Finance and Accounts, Doctors, Engineers, Child and Social Welfare, Education, Culture, Tourism, Veterinary, Fishery, Agriculture, Horticulture, Industry, Forestry, Mines and Minerals, Disaster Management, Urban and Rural Services and so on. But in our State the scope and responsibility of the state Public Service Commission have been reduced to a miniscule task of recruiting only few categories of services. The powerful yet short sighted political leadership has always opted for shortcut method of recruiting even Group A and B Category Jobs through Walk in Interview and not through written Exams. Such practices especially with regard to appointment of Doctors and Engineers were resorted to in order to make quick bucks and also to place ones near and dear ones to the covetous posts. Although few Activists in the recent past did raise questions and even moved the Hon’ble High Court and Apex Court to put a ban on such practices, the situation on the ground is almost the same. The recent decision by the State Cabinet to relax the RR of JE’s under PWD and allow the department to conduct the written as well as interview test to fill up nearly 30(Thirty) regular vacancies is a glaring example of our Government being a “Hum Nahi Sudharenge Sarkar” or in other words making mockery of provisions derived and adopted straight way from the Constitution of the Country. While the Cabinet decisions of 11th Sept 2015 to accord sanction of creation of 10(Ten) Posts of different category of Staffs for the State Public Service Commission deserves appreciation and raising a sense of all not being lost, the million dollar question again is how long will the process of actual materialisation take! While it does not take few days or at the most a month to fulfil the political aspirations in matters of appointment to endless chain of OSDS, PROS, Advisors, Chairman, Vice Chairman, and Parliamentary Secretaries, our Government follows a different yardstick in fulfilling the Constitutional Obligation such as appointment of Members of the Lokayukta or the State Human Right Commission. The record breaking delay in filling up the lone vacancy of a Member APPSC following the retirement of J. Pulu way back in Sept 2014 is a clear case of lack of political will or tertiary importance that our Government gives to effective functioning of a Constitutional Body like the Public Service Commission.
Through this letter, I hope and at the same time appeal the office of the Governor of Arunachal Pradesh, who is the Guardian and Protector of the Constitution as well as the members of the awakened Civil Society and other relevant Political Parties like the BJP and the PPA to discharge their duties and build enough pressure upon the Government to review its impugned decisions to recruit JE’s Posts through PWD and immediately handover the same to the APPSC for free and fair process or selecting the best amongst the Candidates and not vice versa.

The woes of smart city
Dear Editor,
It’s indeed a matter of pride and honour for the people of Arunachal Pradesh that Pasighat has been proposed for the smart city project. But the actual fact is the century old town still lacks the basic amenities required by the local people.
Myself being a citizen of Pasighat have faced a lot of problems residing in my hometown. Erratic Electricity and water supply, Frequent link failures in SBI and Ticket booking counters. These simple problems are still a huge matter of concern for us. If our leaders can’t even fulfil these mere problems than how can we expect this century old town to be developed into a Smart city? I do fear that we will have to wait another hundred years for the civilization of our district

Dear Editor,
The people of Tirap, Changlang and Longding (TCL) welcomes the centre’s assurance for the Patkai Autonomous District Council (PADC) under 6th schedule. The successive state govt had pursued the matter since 2004 and recently on Sept.6 2015 a delegation team led by CM Tuki along with 12 MLAs from the regions and two MPs had brought a ray of hope.
The inhabitants of TCL deserve the Autonomous District Council owing to various reasons. It is needed for decentralisation of administration to enable grassroots development as well participations of the rural people in governance.
One more reason for ADC is the vast geographical variations of our state as well as because of security issues. The region is strategically located in which it share long international border with Myanmar.
And the isolation of the region due to poor connectivity by roadways and airways is also one of the reasons for grant of ADC as well as economic uplift of the regions.
Nevertheless, the concern authority should look into the feasibility of PADC. They should develop a strong mechanism to regulate the Council and bring out future oriented plan and programmes.

Opium addict govt staff warned of stern action
ITANAGAR, Sept 17: Lohit DC Tamiyo Tatak has directed the government officials not to involve in Opium consumption as well as in its trading, failing which it stated of initiating necessary action as warranted by law. As a preventive measures, the DC instructed all the Heads of Offices and branch offices of Lohit District to bring the government servants who are involved in opium consumption and its illegal trading to the notice of administration.
This instruction came in a circulation as a follow up action of the state level committee meeting which was held at Itanagar to evolve a comprehensive strategy for combating poppy cultivation in the affected districts of Arunachal Pradesh.
During the meeting it was also informed that some Government employees are reported to be involved in opium addiction as well as in trading of opium which pose serious threat.
The Deputy Commissioner, in view of the reported involvement of government servants in addiction and trading, has maintained that a fair and reasonable system would be worked out to ensure that there would be identification of addicts and this would be done by maintaining a register containing the list of addicted government employees.
If any of the identified addicts (government servants) were found indulging in trade of opium, than strict action would be initiated against them. (DIPRO)

Stakeholders come together to save RGGP
ITANAGAR, Sept 17: In order to resolve the issue of trespassing and land encroachment inside the campus of Rajiv Gandhi Government Polytechnic (RGGP) College, Itanagar, the institute’s administration today held a meeting with local stakeholders here at its conference hall.
After the meeting, resolutions were passed to ban movement of any public and private vehicle within and from the campus of the institution, repairing of broken boundary walls, and to give a time period to the residents of the nearby colonies to find an alternative approach road to their respective residents.
The meeting was attended by the executive members of All Nyishi Students’ Union (ANSU), All Arunachal Pradesh Students’ Union (AAPSU), All Papum Pare District Student Union (APPDSU), member of IMC Ward No. 2 and residents of the nearby areas.
The student body team inspected the broken compound wall. The issue of trespassing into the campus rises due to non availability of the alternative road for the nearby residents of the area.
It was informed in the meeting that Chief Minister Nabam Tuki earlier announced Rs 2 crore for an approach road but due to disagreement among the contractors the project could not be accomplished.
Addressing the gathering, the institute’s Principal Dr A. K Tripathy while expressing concern over the safety of more than 350 students said that the trespassing into the campus by outsiders poses a serious problem. Citing the position of the institution which stands as number one in entire Northeast, Tripathy appealed all to cooperate with the administration for further development of the institute.
Speaking in the meeting, general secretary of the RGGP’s student body Marcus Tachang Tara said that due to the trespassing and encroachment the study atmosphere of the institute is getting diluted which is hampering the academic lives of the students. Appealing all present to resolve the issue mutually, Marcus said that development of the institute is not just of the institute but the state.

Borang, who was also the PPA representative for the constituency in the assembly
election, held responsible the local MLA and the executive engineer PWD Division
Mariyang for the embezzlement saying that the owners of the three firms involved
in the projects namely-
“The tender was opened on Feb 24, 2015, acceptance on Mar 3, commencement of work was on Mar 4, measurement was done on Mar 20 and finally the payment was made on Mar 31,” he said armed with the documents in support of his allegation. According to the documents the nine different works under the six projects were completed in 16 days.
“While it takes atleast one month to gather men and machinery for any contractor to do any job, it took only 16 days to execute such a big project,” mocked Borang adding that even the tender process for the works were forged as there was no tender system carried out for it.
He further added that it was decided in a public meeting held at Mariyang on Sept 10, it was decided that the case be handed over to SIC for investigation.
Cancellation of the tender, spot verification of all the works and blacklisting of the firms involved are the resolutions adopted in the meeting. A letter demanding the same has been handed over to the Chief Minister.
Further Borang informed that the work on the projects began recently only after the public meeting was held on the issue.
A legal notice was served to the EE on August 4 on the matter.
It may be mentioned here that the PWD Mariyang Divison has been functioning from its transit office stationed at Pasighat since 2011 despite a well established office building at Mariyang.
DC visits flood-
ROING, Sept 17: To take stock of the relief and restoration works in flood affected areas, Lower Dibang Valley district Deputy Commissioner Ravi Dhawan accompanied by DMO, D Wange, DDMO, A Perme and DPO, M Dirchi visited the flood ravaged Anpum and Loklung villages under Paglam circle in the district yesterday.
While interacting with the flood affected people, the DC directed the Circle Officer of Paglam to prepare a comprehensive proposal for shifting of the villagers to a feasible and higher ground after consultation with the villagers as desired by the state govt. He said, “Only shifting of the villagers to an elevated and acceptable place will provide a permanent solution. Diversion of the Dibang River may provide a temporary respite from the flood but as the course of river is very unpredictable in the low lying areas it may change its course again after some years”.
However, he cautioned that the place for shifting should be compatible and acceptable for both the shifted people and the people residing already in the area.
Enquiring about the availability of basic needs like food and medicines to the flood victims, Dhawan said, “all relief materials like food and medicines will be provided sufficiently and in case of any shortage, it must be informed immediately through the Circle Officer, Paglam”.
He informed that the report of actual assessment has already been taken from various departments and the priority lists of restoration works from departments have also been obtained which shall be forwarded to the govt. in a day or two. He further informed that the Department of Water Resource Development is already preparing a proposal for diversion of Dibang River to its main course.

The flood waters had caused massive damage to the cultivated agricultural fields
right from Bizari to Paglam besides washing away residential buildings, Loklung Primary
school building and govt quarters, 1.5 lacs litres capacity of PHED water tank along
with two pump house and house tube wells, electric poles, power towers, roads etc.
It also caused loss of livestock and many private and govt properties were inundated.
Many villagers have vacated their house and many were dismantled and the dismantled
house materials could be seen lying all around the villages. About nine teacher quarters
at Anpum were also vacated for fear of washing away as the river water is flowing
just 10-
The DC and the DMO inspected the Karuna Trust run PHC and Govt Middle School at Anpum Village besides visiting the flood affected sites. It was found that the classes resumed in the Middle School Anpum for the last two days and some of the medical staff and teachers who left the station due to flood were directed to be called back immediately.
Though the flood water has receded to some extent but the erosion was still continuing. A vacated residential house at Loklung Village was washed away just before the visiting team on the day itself.
CO Paglam, Tatling Pertin informed that nine families are temporarily residing in three relief camps at Loklung village and six families are in relief camps at New Forest Camp. Most of the flood victims at Loklung and Anpum villages have shifted to the house of their relatives, he added.
The district administration handed over eight Life Jackets, 50 Tarpaulins, five water filters and 100 Plastic Buckets to Circle Officer, Paglam to be used and distributed as per need.

The present issue cropped up because of ignorance of law enforcing agency about any packaged commodity’s expiry and ‘Best before’ dates and that seizure of any commodities in the market is legally permissible only in presence of food unit representative of health & family welfare department, which has given clarification on the issue through the media, according to an ACCI release.

It can be done by imbibing a high sense of value based learning, discipline, punctuality, dedication, commitment, honesty and integrity and avoiding all forms of greed, the Governor said while addressing an interactive session on the topic, ‘Empower to Excel’, organised to mark the birth centenary of Swami Chinmayananda at the Eknathji Bhawan, VKV, Chimpu, Itanagar today.
The Governor underscored that there is no substitute to hard work, but added that to relax one’s body and mind is equally important, which is possible through learning and practice of Yoga derived from ancient Indian traditions.
Recalling the great contribution of eminent personalities, who have contributed towards the great cultural heritage of India, since ancient times and outstanding personalities of modern times such as Dr. APJ Abdul Kalam and Prime Minister Narendra Modi, the Governor called upon the people to imbibe high social values, healthy ancient customs and traditions of great Indian culture. Ethnic values as enshrined in the Vedas, the Upanishads, the Puranas, Bhagwad Gita need to be practiced and passed on to the next generation. He also advised them to discard negative thoughts and greed and practice Yoga for positive mind.

Participating in the Akhand Jyoti Yatra programme of Chinmaya Mission, Swami Mitranandaji said that to empower ourselves, the people have to think big. He said that young India has to wake up and respect time tested Indian traditions and value substance. They must not settle for second and always aim at ‘Big’ and ‘Best’. For this the people must bring mind and body in alignment and pursue their goal for ‘maximum happiness for maximum people for maximum time’. Stating that the road construction works including earthwork and RCC culverts have been developed along the road, the villagers urged the higher authorities of the Rural Work Department (RWD), the executing agency, for early payment of running bills to the contractors and issue order for time bound completion of the road works. They also requested the local MLA Tatung Jamoh for taking up the issue with the state government. MLA Jamoh who visited the PMGSY road during November last year, had strictly asked the contractors concerned to maintain quality work. He further directed the project engineer and the local PRI leaders for strict monitoring the construction activities.
The estimated cost of the road project from PLT road (Remi) to Miglung” under PMGSY schemes is Rs 3.22 crore and it was supposed to be complete within Sept 2015.
When enquired, the Executive Engineer (EE) RWD, Pasighat said that paucity of fund
in the department is hitting the ongoing projects. According to him, about 45 per
cent works is under progress, while surface works and bridge construction remains
to be executed. The EE also informed that the contractors dug ‘Bridge Foundation
Trench’ on riverbed was eroded and refilled with boulder silt during the last monsoon.

Terming media as eyes and ears of the public, P N Thungon, MD (NHM) said, media can play a crucial role in educating the people on importance of vaccination and also act as an agent by raising awareness about the vaccine at grassroots level through media.
Emphasising on importance of convergence with other departments, he urged the DRCHOs to coordinate and work in close association with other concern department for successful implementation of the programme.
Dr T. Taloh OSD (IMR) while clearing the doubts of the participants said, misconception and inaccurate information needs to be addressed on priority as it may act as a deterrent factor. Further he stressed for generating wider awareness through using all form of media.
Resource person and Nodal officer, Dr. D Padung, briefing on IPV/Pentavalent vaccine also explained in detail on all the components of communication medium available in the state. He also stressed on the involvement of ASHA, Mahila Arogiya Samiti, ANM, PRI members and religious leaders for community mobilisation for effective implementation of the programme. Narendra Jangra, Consultant UNICEF highlighted on media’s role and strategy for implementation of the programme. Dr. D Datta, DDHS (FW) also spoke on the occasion.
Congress legislators back CM’s development initiatives
ITANAGAR, Sept 17: A group of Congress legislators congratulated Chief Minister Nabam Tuki on the successful conduct of the maiden State Development Council meeting which concluded yesterday evening. The lawmakers met Tuki at his official residence on Wednesday to convey their trust and satisfaction over his able stewardship under which the state is going through a transitional phase aiming towards concrete and visible development in all sectors.
